The Old Covenant was to guide us to the Savior and the New Covenant was to bring us into the presence of the Lord. The passage in Hebrews is taken from Jeremiah 31:31-34. The Old Covenant didn't work because we didn't keep our end of the bargain. God gave us the New Covenant so that He was in control. He does fail so the New Covenant is a sure thing for those that accept His gift of Salvation.
